Conservation and Renewable Energy Incentives bills

The following is a list of bills pertaining to Energy Tax Incentives and Loan Programs that MEIC followed at the 2007 Legislature and their final status:


SB 210 (Sen. Jesse Laslovich, D-Anaconda): This bill would have substantially expanded Montana’s energy conservation tax incentives. MEIC Position: SUPPORT.


SB 445 (Rep. Mitch Tropila, D-Great Falls): This bill would have extended Montana’s Alternative Energy Revolving Loan Program to cover energy conservation projects. Under existing law, individuals, small businesses, non-profits, and local governments can apply for loans of up to $40,000 that must be repaid within 10 years. Current law DOES allow loans for conservation projects done in concert with renewable energy. This bill would simply extend eligibility to conservation projects done independently of renewable energy. The fund is supported by air pollution non-compliance fines and it currently has enough money to allow for an expansion of this type. Energy conservation includes a wide variety of measures from insulation, to replacement high efficiency windows, to Energy Star appliances. (Note that not every measure eligible for a loan would also be eligible for Montana’s energy conservation tax credit, which has a more restrictive definition.) MEIC Position: SUPPORT.


HB 330 (Rep. Bob Bergren, D-Havre): This bill created the Montana Clean and Renewable Energy Bond Act. MEIC Position: SUPPORT.
