"My homeowners association has been involved in land use and environmental issues dealing with the gravel industry the last two legislative sessions (2005 and 2007). This industry has a huge amount of resources and had several lobbyists working on their issues. We were a collective group of homeowners with no experience dealing with the legislative process.
